Hope E. Goins is the Majority Staff Director of the United States House of Representatives Committee on Homeland Security. She is Committee Chairman Bennie G. Thompson’s top advisor on the oversight of the Department of Homeland Security and national security throughout the Executive Branch. Ms. Goins is responsible for advancing and coordinating all Committee policy and legislation with the leadership of the House of Representatives.
With over a decade of Capitol Hill experience, Ms. Goins has supervised the negotiation of key homeland security legislation, including the authorization of the Countering Weapons of Mass Destruction Office at DHS, the TSA OPEN for Business Act, and the DHS Cybersecurity Strategies Act. Under Ms. Goins’s leadership, the House of Representatives passed over 100 of the Committee’s bills during the 115th Congress, including the DHS Authorization Act, the first reauthorization of the Department of Homeland Security since its inception.
Ms. Goins supervises high level congressional investigations of the Executive Branch, including investigations into immigration policies and the government’s response to Hurricane Maria. After critical vulnerabilities to the U.S. elections systems were exposed, Ms. Goins worked with the Office of the Minority Leader and the Committee on House Administration to establish the Congressional Task Force on Election Security. This task force was the only comprehensive Congressional investigation into the United States voting systems and created common sense solutions to close security gaps.
Ms. Goins has represented the United States and the Department of State on delegations to 21 nations including the Five Eyes, the Middle East, North Africa, and Europe.
Ms. Goins has been recognized by Roll Call and the Joint Center for Political and Economic Studies for her leading one of the most diverse staffs on Capitol Hill.
